I'd argue that the Mauser in Fallout 2 deserves a dishonorable mention. You can find it in Reno, but by that time practically any weapon you have is far superior and on top of that it uses 9mm ammo which is not only rare but is also horrible in terms of dealing damage and it competes with Tommy gun for it.
